How can racial gerrymandering hamper the minority representation? ?
Do you know what gerrymandering is? It’s the drawing of the lines around something like a representatives district so that one class of voter always dominates in each district. It might be political, or it might be racial classes. If you, for instance, have a district that is predominately, say, Hispanic, and you want to prevent them electing a Hispanic representative, you could draw the line through the middle of the Hispanic area, so that half of the Hispanic voters ended up voting in Anglo majority districts. The name “gerrymander” came, I think, from an old Thomas Nast political cartoon where he showed a “gerrymander,” something like a salamander, that was lying curved around the map to form the gerrymandered districting.
