How cold does it have to be to freeze rain water on the streets?

In order for rain water to freeze on the streets, the temperature has to be at or below freezing (Oc or 32F). Don’t mean to sound sarcastic, but 32 F is called the freezing point for a reason. It is the point at which water freezes.
