You don’t know that they do. The reason is that accidents in coal mine tunnels get reported; cave-ins in tunnels built by drug dealers probably don’t. It’s not that they’re better engineers. I suspect it’s that they don’t report their screw-ups to the federal government.

Different purposes. Coal mines just have to last long enough to get the coal out and their length means that the expense of building good tunnels would be huge. Drug runners need to constantly re-use the same tunnel and therefore need it to be better built.
