This means that to push yourself up, you have to push down on something, like a rocket ship would push down with jets to send itself upwards, or like someone jumping would push down with their feet. To merely try to lift yourself up, you would not have anything to push down against. And why would you want to ‘sit on a rag’ anyway? I think you should go in search of a magic carpet instead.
