I'm a licensed Barber and the State Board of Barbers sets our exam specifications here in Texas. The place to start making changes would be through the Pennsylvania State Board of Barbers...I'm sure his Barber College could assist you with the contact information. The written exam covers every aspect of the theory and practical and can be difficult only if the student had difficulties in the classroom exams.
