Without going into a specific time period,generally speaking when stronger nations conquered weaker ones,it caused hostility from the conquered as well as neighboring countries,which would make treaties and form alliances for self-protection. The situation would escalate with the conquerors making alliances of their own and war would break out. The Second World War was a good example of this.
