When she took the Throne, England was broke and had not army or navy. When she died it was the richest and most strong in miltary and navy. In other words, she stayed on the Throne long enough to "see things through." She was able to make plans for sewages, wells, water, roads, armies and navies and she lived long enough to see each one get done! Instead of one person getting some of it done and dying, she was Queen for over 60 years and that means she KNEW what she was doing and knew how to do it! By the time Shakespeare was writing, living conditions were well enough that worries over the Black Death was not on everyones mind and London had just been rebuilt barely 100 years before. It was a good time to be English. People could pay to see art such as plays and writing was actually profitable.  more
