Roger Williams was exiled from the strictly Puritan Massachusetts Bay Colony for his more liberal religious views. He then established Providence Plantation (later to become Providence, Rhode Island) and a few other towns which were based on ideas of liberty and freedom of choice. Rhode Island was probably the 2nd most progressive colony behind William Penn’s Pennsylvania.
