Master dies were expensive to make back then. The “S” dies were prepared for use at the San Francisco Mint (either in 1937 or early 1938), and when it was decided to NOT mint any Buffalo Nickels in San Francisco in 1938, they chose to repunch those expensive “S” dies with a “D” instead of making new dies.
