This regulatory reform is being conducted in two phases: The first phase, which is now winding down and being implemented, included the reform of those regulations that were inconsistent with the provisions of the CSA 2001, as well as those that were deemed to have a substantial impact on safety and the environment. Many of the regulations included in the first phase came into effect at the same time as the CSA 2001, and the remainder will be implemented over the next two years.
