If you are adventurous and have decent common sense, it’s very possible to backpack across Europe with little money. The absolute cheapest ways is to hitchhike (mostly safe if you know what you’re doing, and use good judgment), camp/couchsurf (Scandinavia and a few other countries have right of free access to the countryside, so you can camp anywhere undeveloped away from houses), and prepare food yourself from markets and grocery stores. I have many friends that do this (a few do it permanently, they don’t have a home city). I’ve also lived in tents for short times (a few weeks to a month) when I move to new countries, and generally have a good experience.
