first i would pressure test the system , to check for any leaks in the system , the gurgling sounds like it could be a head gasket leak, the intake stroke will force coolant into the cylinder and the commpression stroke will force air into the cooling system (explaining the gurgling sound). Another sign of head gasket leakage is to fill the coolant right full and look for a pattern of small air bubbles to appear or you can look under the oil cap to see if it is a milkshake like substance. Before condemming the head gasket it is best to exaust all other possibilities. It is possible, on the other hand that there is vapor lock (air in the system) in the system from the system being completely empty and filled again, but running the engine for 15 minutes with the rad cap off should fix that. Another possibility is that you bought a faulty thermostat, hey it does happen (test by putting in boiling water and seeing if it opens) an external leak explains the overheating and a low fluid level
