No, you don't drain the pool unless you'll be spending the winter working on repairs. You do lower the water level though, remove strainers, baskets etc. The most important is to have a good tight cover, not a solar cover, a winter cover. Once the pool is clean and ready, then the cover will exclude sunlight and the cold plus the chlorine in the pool will prevent algae. Once that cover comes off in spring, the algae will start back up almost immediately so be prepared. Actually, here's a website to help you.
