But the assurances turned out to be less than promised, and though Mr. Musharraf forged a personal bond with President Bush, the Pakistani general proved to be a tough, frustrating customer for the United States. Pakistan’s powerful Inter-Services Intelligence agency never severed ties with the Taliban.
