You cannot make your flash drive appear to be a floppy drive on any arbitrary computer. Windows 98 machines need device drivers for them. Windows 2K/XP/Vista systems do not need drivers for them, but they will always be recognized as USB external drives. You cannot directly format a USB Flash drive as a boot device in Windows 2k, XP, or Vista, although you can configure most BIOSs to boot from an external USB drive.
