Cut through the paint seal with a box cutter or serrated window saw. Run the blade between the movable parts of the window and the window frame–the sides and the sill.Insert a wide putty knife into the cut opening between the bottom of the window and the sill. Tap the putty knife with a hammer. Repeat in sections until you can run the putty knife freely between the bottom of the window and the sill. Repeat the process on both sides of the window, and along the top for double-hung or casement windows.Wedge a pry bar between the window and the outside window sill, if the window still won’t open. Tap the pry bar gently with a hammer to insert it. Push down on the pry bar to force the window open.
