Use Paint ThinnerPurchase rubbing alcohol and aerosol paint thinner from your local hardware store. Ventilate the room by opening the windows. Wear eye goggles and rubber gloves and have plenty of cleaning rags, clean water and towels available. Place a step ladder under the affected area. Take the rubbing alcohol and cleaning rags, and climb up the step ladder until you can reach the ceiling. Pour a generous amount of rubbing alcohol onto the cleaning rag, and rub the paint until it starts to come off. If it does not come off completely, use the aerosol paint stripper. Spray the affected area evenly, and let it dry the the amount of time specified on the can. Using the cleaning rags and some water, scrub off the remaining paint and solvent. Thoroughly rinse the area with water using a clean rag. Use dry towels to mop up excess water.
