It's best to get an aquarium kit. Start by washing out the tank. Then wash the gravel until the water is clear. Spread the gravel in the tank evenly. Put in decorations. Fill the tank. Install the filter and heater according to the instructions. Turn on the filter and heater and wait for 2 days before adding plants or fish. After planting, if the water is murky, wait another 2 days.  more

you'll need about one pound of gravel per gallon of water and it depends on what kind of fish you bare gonna get weather or not you want plants. as far as letting the tank cycle, it usually takes about a week and i always put a goldfish in it after about three days, this helps put beneficial bacteria in the tank.  more
