I believe you need a license to start a shelter and euthanize animals. You only want to euthanize cats, or any animal for that matter, if it becomes extremely aggressive, it is in a lot of pain, or it can’t be treated for its illness, but if they can be treated don’t kill them. You must remember that a shelter would be a lot of responsibility, and you would need volunteers to help you, you may also, likely depending on your state, need a veterinarian. It would have to be up to state/ county standards, and you would, unless you are rich, need a donation fund to keep it going. Good luck!

First, you have to get all kinds of permits from your county office. Then, you have to register as a certified shelter. Before you’ll be approved, you’ll have to prove that you have experience in dealing with animals and have vet services already in place (all the cats you rescue will need to be examined and vaccinated by a professional). You’ll also need to have adequate shelter and supplies for all of the potential rescued cats. Not a cheap thing to do. If you do all of the above and you come across some cats that are not suitable for adoption because of health issues, then yes, euthanasia is the best option.
