You can take advantage of the user defined functions that Click2Gov offers to relay this to your customers via the registration email. This change will be made in your hte.cfg file located in :\bea\c2gdomain\applications\Click2GovCX\cfg. Find the path PinMail.Opening= Anything input after the = will appear in the registration email. Once you have entered the desired text, remember to restart the Click2GovCX application in Web sphere for your changes to take effect.
