Our highways are congested under ordinary circumstances and cannot handle mass evacuations, our hospitals have little capacity to handle large-scale public health crises, and our communications systems are extremely vulnerable to disruption. These are major security concerns that must be addressed. Public health officials need to be clearer in conveying accurate information about public health risks, and more forceful in countering stories in the news media that foster panic.
