Wash the soaked cheese grater in the dishwasher, if you have one. Grate a piece of apple or raw potato immediately after you grate cheese. The potato will clear the shredded cheese from the holes of the grater. Use a nylon scrubber and scrub the inside of the grater first, and then clean the outside. Keep a toothbrush under your sink, and use it only for cleaning your cheese grater. The long handle makes it easier to clean inside the grater, and to get into the small holes. A fingernail brush will also work well. Put a stubborn cheese grater in the freezer for a few hours.
