A black deck railing can be a sign of dirt, mold, mildew or a combination of the three. A wood deck is exposed to various weather conditions, making it susceptible to dirt and debris. Mold or mildew may also begin to form on parts of the deck that may be shaded from sunlight. Whatever the case may be, cleaning a black deck railing is necessary to maintain the beauty of the deck. Scrub the deck railing with a dry, stiff scrub brush to remove any loose dirt, mold or other debris from the railing. Mix an oxygen bleach solution into a bucket. Combine 8 oz. of oxygen bleach into a garden sprayer with 1 gallon of hot water. Wait about five minutes for all of the oxygen bleach to dissolve into the water. Spray down the deck railing in the meantime. Use water from your garden hose to thoroughly saturate the railing with water.
