You can use strippers and or aggresively grind the surface. The matrix of the terrazzo is a resin and strippers will usually not affect it. When putting something on a surface it is always a good idea to try it in an incospicuous area to make sure it will not harm it. Grinding may be a job for a professional but if you have expierence then it is rather easy.
