Look- means to look at something for a reason, with an intention.

See- means to ‘see’ something that comes into our sight that we weren’t looking for. It means you are watching those things which is comming towards you or you are going towards.

Look means that you want to see something something in particular. See means that you saw something that came into your line of sight. You were not actually looking for it.
