Drywall sheets are connected by thin lines of plaster, called joint compound, laid over special tape and sanded smooth. The idea is to give the impression of a flat, uninterrupted wall after it’s finished and painted, but it doesn’t always work out that way. If the original drywaller was sloppy with the tape or compound application, you could have bulges in the wall highlighting the seams. Fixing the problem is messy and takes several days, but is worth it to have a seamless wall. Use your belt sander to take off the paint on the bad seam, and for a few inches outside of it. Get just the paint off. Don’t sand off the paper of the drywall. Use your 6-inch drywall knife to scrape off the line of plaster along the seam, scraping from either edge of it inward. Try to get under the tape that’s embedded in the plaster. If you can’t get under it with the drywall knife, dig it out with your razor knife.
