You can get Gold plated taps which do wear with age, and no you cannot buff them up. You can replate them but would need to be sent away to have the rest of plating removed first. Most taps are Chrome plated and providing they are reasonable quality will be fine with most home cleaning products. Brass and copper will tarnish easily when wet and will need a commercial metal cleaner first, then be spray sealed with a waterproof varnish for protection. I would find out which metal this is before treating it. Brasso wadding will shine up solid brass. Really bad tarnish may need several applications to remove it with a lint free clean cloth if that is what you have. Are you sure they are plated? That will need more care than a solid metal obviously. If it is just dull with Limescale then use a non chemical formular like Bathpower. It is using fruit acid and not as harsh as some other limescale remover products.
