I think a lot of people RSVP for an event with every intention of going but forget. For events, I found it is helpful to send an email reminder a few days before the event to remind them that they RSVP'd. Also some invitation sites like <a rel="nofollow" href="http://evite.com">evite.com</a> might have a feature that does that for you.
