In order to get the prize Pikachu, you have to beat the game, this includes beating the Pokétopia Master Mysterial. The Pikachu will be added to the Mystery Gift items and then you can just send them over to Diamond, Pearl and/or Platinum as if Nintendo was the one who was giving the Pokémon out through events.
