Hi, I dealt with this same thing, it is very odd to not have a dryer vent and I thought I was the only one until now. What I did and what you can do until you get someone in there to fix this problem is, they sell a box that you put the dryer hose into. By hose I mean the actual hose that you would be venting to the outside. What you do is go to a hardware store and tell the man that you need the dryer vent box that you put water in. How this small plastic box works is this. The hose fits in the circle and the air is vented into this box the lint goes into the water and you dump the water out about every 8 loads. They are not very expensive. About $10.00 if I remember right. Now to get back to the problem of no vent. I think it is very strange that blueprints for a townhouse did not include a vent for the dryer and ultimitly they probably did.
