Pick a size to your liking and make sure that you have enough corks to go around. Simply stick a toothpick in the cork and then stick the attached toothpick into the wreath. Start with the outer part of the wreath and work your way around until you form a complete circle. Continue the cork working inside of the wreath until you get to the middle.
