Follow these simple steps and you too can turn a bland newspaper and simple balloon into a work of art. Step 1 Mix the wallpaper paste or wheat paste until it has a thin and creamy texture. Pour a small amount into a flat dish or a pan. Step 2 Rip the newspaper into several narrow 6- to 8-inch strips. The more strips you make the better: you’ll need a lot to cover the balloon. Step 3 Blow up the balloon. Tie the end of the balloon with yarn or wrap it tightly with a rubber band. Step 4 Soak the newspaper strips in the paste and put them on the outside of the balloon.
