Whisk the flour with the salt and pepper in a shallow dish. Coat the chicken in the flour and let it stand on a rack for about 15 minutes. Coat the pieces with flour once more and place them back on the rack. Melt the butter and oil over medium heat in a heavy skillet. Sauté the chicken, a few pieces at a time, for about 5 minutes on each side. The chicken should be golden brown. Place the shallots in the skillet and sauté for about 2 minutes. Add the wine or champagne and the bay leaf and bring the mixture to a boil, scraping and loosening the browned bits. Return the chicken to the skillet and simmer it in the wine mixture with the lid on until the chicken is cooked through, approximately 15 minutes.
