Dip a strip of newspaper into the flour glue solution and wipe the excess liquid from the strip. Lay the strip on the balloon. Rub your fingertips over the newspaper to smooth down. Repeat with another strip, laying in a crisscross pattern. Cover the entire balloon. Leave a small area uncovered on one side of the balloon, which will be the top of the pinata.
