In another bowl, sift together flour, salt, cinnamon and baking soda. Stir flour mixture into butter and sugar mixture to make a thick batter. Add oats and raisins to mixture. Mix well. Drop dough in teaspoonfuls on an ungreased cookie sheet approximately 2 inches apart. Bake 8 to 10 minutes until golden brown. Cool on a wire rack before storing.
