In a large bowl, mix together flour, salt and water until a stiff dough forms. Turn out dough onto a floured surface and knead about ten minutes. This eliminates air bubbles and the grainy texture of the salt. On the same surface, roll out the dough with the rolling pin to a thickness of about 1/4 inch. Place cookie cutters on rolled-out dough and press down to create individual shapes. Be sure to poke a small hole with the lead of a pencil through each ornament to allow it to be hung with ribbon.
