The paint must have a de-glossed surface to stick to, and then must be topped with at least three layers of urethane, a clearing finishing gloss that will holding the paint in place and prevent it from picking up stains. Buff the surface of the vinyl floor with your vibrating sander and medium-grit sandpaper, taking up any shine and grime. Clean up the dust and let it dry completely. Roll a layer of sealing primer over the floor, using a floor roller and starting from the far corner of the room, away from the doorway. Let it dry for a day.
