you don’t need to remove fender but you have to remove rubber wheel well under the fender by unscrew the screws around the fender lips and use the thin object to pry the black plastic / rubber snap pins then you will see all bolt attached of the antenna to remove it from under the fender, make sure you unscrew counter clock wise the antenna ring on the antenna top so it can drop down to wheel well for final take it out from your truck.
