Well you got a few choices! If the paint is an emulsion paint you can just paint over it with lacquered paint / gloss paint but before you have to remove all the bubbles and chipped old paint. You can also sand it down with a fine sandpaper, which is quite a work! But before you paint over again, treat the mould or mildew. If its one of those nasty black mould, you should get a humidifier, that will suck out all the moisture from the wall so the mould wont appear through your new paint finish. Usually you can rent such a humidifier machine at a hard ware store for a few bucks. Let it then run in a closed room, close all the doors and windows to get the best effect! If its just mildew, its only on the surface then and much lighter in color, you can use a vinegar-water solution to wipe it of or bleach-water solution…or use a commercial mildew remover solution, which usually has the similar ingredients in it ( vinegar or bleach ). After you wall is dry, you can start re-painting!
