Yes, it is possible because that's one way yucca reproduce, by sending up new shoots from the roots. Yucca can have a very sprawling root structure. Think about it, in the desert they want to send roots far, wide and deep to gather any moisture they can. In your flower bed they don't behave any differently. If you do not want any more yucca growing in that part of the garden be prepared to dig and pull and dig some more. Yucca are very hardy, and persistant plants. By the way, up here in Wisconsin my plants have no prblems making it through the cold winters. Right now all my more mature yuccas are about ready to bloom. I love the flowers, but they don't last very long.
