For TA projects, ADB staff evaluates the performance of a consulting firm/organization after completion of the services and submission of the final report. The performance assessment is recorded in the ADB contracts database, which is checked prior to any shortlisting of firms/organizations. A briefing on the performance evaluation process is given to the consultant’s representative during contract negotiations at which time a copy of the standard evaluation form is handed out for information. For Loan projects, the Borrower conducts an assessment of the performance of the consultant, which is communicated to ADB.
