How does all this differ from the notion of organisational culture?
Well in an ideal world it would be the same, because the joint notions of organisational culture and organisational climate have a lot in common with the idea of good psychosocial health. Unfortunately the basic notion of shared attitudes values and beliefs (aka organisational culture) has become bastardised., hijacked and made subject to the corrosive dualism of western thinking. The idea was first operationalised in the East, but culture is now treated as somenthing a bit like vacuuming the office. Its possible to buy questionaires or to overpay ignorant consultants who will then patronise you very subtly about these complex issues. They will claim to measure it, claim to show how you compare against an ideal, or against other organisations in your own or other sectors. But when it comes to asking what you might do about it, they mutter stuff about management workshops, training and development, and occasionally about managements personal style.
