Salt is a water magnet, that is where ever you have a higher concentration of salt water is drawn to it. In your case the soil contains a large amount of salt so the water that is needed to start seed germination will not enter the seed but stay in the soil. The seed has a small opening called the micropyle. This opening lets the water into the seed to start germination. With salt mixed in with the soil’s water the outside of the seed is hyper tonic to the seed. Instead of letting the water into the seed this state keeps water from entering it.
