How does the Apache-Sitgraeves and Tonto define a “hazard tree”?
Any burned tree that could create an agency or public hazard liability from falling trees, adjacent to roads, trails, administrative sites, recreation sites, along private property boundaries and along state highways where damage could result to state owned improvements. A hazard tree is any burned/dead or unstable tree that could fall and injure people.
