I think the important thing to realize is that regulatory compliance is a partnership between the public sector, which is what the FMCSA represents, and the private sector, represented by the motor carrier industry, including the thousands of drivers and trucking companies. That being said, the first line of defense in safety is, and always will be, the responsibility of the motor carrier. The role of government is to institute safe guards to make sure that trucking and bus companies operate safely.
