How does the Foundation differentiate between an intermediary organization and a regranting organization?

Other than paying for vendor services (see our October 21 answer on vendor vs. subgranting), any organization that passes SIF funds along to another organization with a different 501(c)(3) status is considered to be regranting. Regranting of funds is not allowed under federal statute.
