In the wake of the failure of the 2000 Camp David negotiations, President Clinton presented both sides with a memo in which he summed up his understanding of the basic requirements of any final resolution of the conflict. The contents of this memo have come to be known as “The Clinton Parameters.” President Clinton made clear that what he referred to as his “ideas” were meant only as guidelines for continued negotiation by the parties. These were fleshed out and used to arrive at an official draft proposal for a peace agreement in Taba, Egypt in January 2001.
