The WTO is an international organization where governments meet to formulate rules for the conduct of international trade. As such, it is a trade policy-oriented body which, by reaching agreements to lower import tariffs and other barriers, indirectly provides new export opportunities to developing countries. The excellent export performance of many of these countries vis a vis markets in developed countries amply demonstrates this fact.
