According to my brother in law who is a student at Xavier University in CDO-City, this exam is to separate the bright HIGH school students from the less bright. If you pass the exam you can go on to whatever college or university you like. If you fail you can only take a 2-year vocational course and it depends on the university or college what that might be. In other words, you cannot CHOOSE! It has nothing to do with decreasing unemployment which only can come about by creating jobs. Birth control would help a lot, too! (thanks think tank!) Anyway, unemployement is a lot less in the Philippines than in some European Union countries.
