As far as I know there’s only one bus that goes directly from Waterloo to Liverpool Street, and that’s the the 26. Also, the correct exit at Waterloo for the 26 bus stop is easy to miss unless you know where to look. You need to go down a short escalator close to Marks and Spencer (near the top left on the map below) to get to the Waterloo Road exit on the lower floor.
